It also      accounts for 60% of consumption. Average production (of EU 25) is 178      million hectolitres, worth \u20ac16.1 billion.          <\/p>\n<ul>\n<li>France is the biggest        producer with 55M hl (30% of the total). If counted in value France        actually represents 50%, producing \u20ac7.7 bn worth.<\/li>\n<li>Second is Italy with 51M hl        (28%) or \u20ac4.2 bn (26%).<\/li>\n<li>Third place goes to Spain        with 43M hl (23%) worth \u20ac1.2 bn (7.6%).<\/li>\n<li>Germany produces only 10M hl        but the value is almost the same as that of Spain (\u20ac1.1 bn). So, the other        21 countries share the remaining 10%:<\/li>\n<li>Portugal (7.2M hl\/\u20ac1 bn),<\/li>\n<li>Hungary (4.5M hl\/\u20ac181M),<\/li>\n<li>Greece (\u20ac3.6 M hl\/\u20ac46M),<\/li>\n<li>Austria (2.5M hl\/\u20ac437M),<\/li>\n<li>Slovenia (1M hl),<\/li>\n<li>Czech Republic (0.5M hl),<\/li>\n<li>Slovakia (0.4M hl),<\/li>\n<li>Cyprus (0.4M hl),<\/li>\n<li>Luxemburg (0.14M hl), and<\/li>\n<li>Malta (0.07M hl)<\/li>\n<\/ul>\n<p>EU expects overproduction to      reach 27M hl, i.e. 15% of production, by 2010 \u2013 unless a reform of support      policies are agreed.
